MQ’s regional count law isolates boundary transfer from internal rearrangement
Internal transfers cancel in a regional sum, leaving the net boundary contribution.

CHICAGO — The MQ universe-origin manuscript states a regional balance law for its discrete count description. Oppositely oriented transfers across internal adjacencies cancel when the update is summed over the region. The remaining change equals minus the net outward boundary transfer under the recorded sign convention.
Figure 1 summarizes the source result and its evidentiary scope.

Zero net flux preserves total count
Zero net boundary transfer consequently preserves the regional total. Internal redistribution can change the arrangement without changing that total. The conservation statement is conditional on the adopted adjacency-update law and the region over which it is applied.
Positive outward flux decreases the regional count. An initiation account that requires sustained growth must therefore identify a boundary contribution compatible with that law. Merely referring to rearrangement inside a closed region does not supply increasing total count.
The source provides a discrete conservation structure, not an independently measured cosmological creation rate. Its relation to dimensioned stress, energy, and an evolving realized metric requires the additional mapping and dynamical construction. The September provenance identifies the source-era theoretical account; later source review qualifications retain its conditional scope.
